Some of the tools rely on blocklists and reports, but others are trying to do more actual detection - which I agree is WAY better. The best is @Kerberus, which automatically detects phishing sites from the moment they launch and a user visits it (which is important for brand new sites). I have never found a scam site in the wild it hasn't detected and they specifically don't rely on blocklists.
